Can I automatically notify my carrier for inspections at RIT?
Yes. An email notification can be activated for cargo agents in the Inspection Portal: “customs physical inspection in external warehouse”. This is essentially the same email as 'inspection notified', but only for physical checks. Specifically for customs inspections in the external customs warehouse (“Fyco – DCL”), a timely assignment to the carrier for transport to the DCL can significantly shorten the lead time.
NB! This method only applies to physical checks in the introduction process, known in the Inspection Portal as “Fyco - DCL”. The method does not work for outgoing cargo and not for inspections by other inspection bodies.
Step 1: Coordinate transport order procedure
As a loading agent you can have this email notification sent to your carrier (e.g. Maasvlakte Transport). As soon as customs announces a physical inspection, an email will be sent directly to the carrier from now on. In consultation with your carrier, you can regard these emails as an order for transport, so that the carrier can immediately schedule the container for transport.
Step 2: Set up email communications
This step should only set up 1 user from your organization.
From now on, your carrier will receive e-mail messages if your cargo has been selected for customs physical inspection in the external warehouse.
I am not (or no longer) receiving e-mail notifications; how is this possible?
It's possible that in the past, you made use of e-mail notifications from the service Cargo Declaration Import or Customs Scan Process. These email notifications will be discontinued as of 1 November 2017. You will need to sign up for the e-mail notifications from Inspections Portal. Refer to the Quick Start Guide for Inspections Portal to find out how you can (re)adjust the settings for e-mail notifications.
For which cargoes will I be subject to inspection?
You may receive an inspections notice for any cargo that has been reported to Customs via a Declaration for Temporary Storage (SAL). This includes container cargo, general cargo and in exceptional cases, bulk cargo as well.
Which ports are participating?
Inspections Portal is available for all ports in the Netherlands. In order to use Inspections Portal, one condition applies: the SAL must also have been submitted to Customs via the PCS service Cargo Declaration Import.
I receive inspections from other government agencies as well; can I view these inspections in the Inspections Portal, too?
All inspections covered by the ‘Loading Supervision for Seaports’ agreement can be received via the Inspections Portal. This means that Customs may also conduct or contract inspections on behalf of NVWA (Netherlands Food and Consumer Product Safety Authority) or the ILT (Human Environment and Transport Inspectorate). The government agencies will, however, retain the right to conduct their own inspections outside the scope of the agreement. Such inspections are not currently announced via the Inspections Portal.
Can I also request the commercial release from the shipping company via the Portbase Secure Chain?
No, you should still contact the shipping company if you are not automatically assigned the commercial release.
Wordt de terminal automatisch geïnformeerd over de inspectie?
Als cargadoor/ladingagent bent u verantwoordelijk voor het ter inspectie aanbieden van uw lading. Via Inspectieportaal kan de terminal ook geïnformeerd worden over de inspectie zodat er (geautomatiseerd) lading geblokkeerd en vrijgegeven kan worden. Hierdoor hoeft u in veel gevallen geen additionele communicatiemomenten te hebben met uw terminal.
U bent zelf verantwoordelijk om met de terminals waar uw lading gelost wordt te bevestigen of ze zijn aangesloten op de service Inspectieportaal.

I did not see a confirmation of discharge in Inspections Portal, even though the container was in fact discharged at the terminal; how is this possible?
A discharge confirmation is issued by the container terminal. Not all container terminals support this scenario. Discharge confirmation will only be displayed in the event the container terminal you are using supports this scenario.
How do I edit the Download file?
When using the download function, you will receive a CSV document. This document can then be opened in a spreadsheet program such as Microsoft Excel. In Excel, you can select the entire column A and then, via the ‘Data’ tab, use the function ‘Text to columns’. In the window that opens, select ‘Delimited’ and then click ‘next’. In the following window, select ‘comma’ as the only delimiter. Then click on ‘Finish’. Once you have done this, all your data will be divided into columns.
I have received my inspections based on my ENS declaration, but I don’t see them in Inspections Portal; how is this possible?
Customs restricts the inspections that are reported via the ENS declaration to a minimum. When designing Inspections Portal, it was therefore decided – in consultation with Customs – not to include a feature for their display. If Customs announces an inspection using the ENS declaration, Customs can then manually register the inspection via Inspections Portal at a later time. In that case, you will be informed in the usual manner.
